Requirements of National Transport and Safety Authority (NTSA) Recruitment

 

DIRECTOR, CORPORATE SUPPORT SERVICES

Reporting to the Director-General, the job holder will be responsible for ensuring the  Authority continuously has the institutional capacity and capabilities necessary to deliver on its mandate. The Director shall oversee the following key functions – Human  Resource & Administration and Finance.

 

Qualifications, Skills and Experience

Master’s Degree in Human Resource Management, Finance, Government, Sociology, Business Administration, or any other relevant qualifications from a recognized institution;

Bachelor’s degree in Social Sciences, Human Resource Management, Public Administration, Business Administration, Finance, or a related field from a recognized institution;

Possesses professional qualification either as a Certified Human Resource Professional (CHRP-K) or Certified Public Accountant (CPA-K); Membership to IHRM(K) or ICPAK;

Attendance of a Leadership Course lasting not less than four (4) weeks from a recognized institution is an added advantage;

Fifteen (15) years of relevant work experience in finance, human resource, public administration, five (5) of which must have been at a senior management position in a comparable organization;

Fulfill the requirements of Chapter 6 of the Constitution;

Be highly analytical, assertive, and a team player;

Negotiation and lobbying skills;

Ability to drive change and innovation;

Team player with excellent interpersonal skills;

Excellent communicator with negotiation skills and ability to manage multi[1]disciplinary teams;

Demonstrate exemplary leadership skills; and Proficient in ICT.

 

DEPUTY DIRECTOR, REGISTRATION

Reporting to the Director, Registration, and Licensing, the job holder is responsible for the formulation of policies that ensure motor vehicle registration, transfer of motor vehicles, and management of motor vehicle records is done in an efficient and effective way in compliance with the NTSA and Traffic Acts. The job holder is also responsible for the management and administration of the department.

 

Qualifications, Skills and Experience

Bachelor’s Degree in Social Sciences, Business Administration, Economics, Commerce, Law, Engineering, Transport Management or a related field from a recognized institution;

Master’s Degree in Social Sciences, Business Administration, Economics, Commerce, Law, Engineering, Transport Management or related field from a recognized institution;

A diploma in Urban Transport Management and Planning from a recognized institution is an added advantage;

Attendance of a Leadership Course lasting not less than four (4) weeks from a recognized institution is an added advantage;

At least twelve (12) years of relevant work experience, five (5) of which must have been at a senior management position in a comparable organization;

Demonstrated a high degree of professional competence, managerial and administrative capability in work performance and exhibit a thorough understanding of the Authority’s goals, policies, and objectives;

Fulfill the requirements of Chapter 6 of the Constitution;

Visionary, transformative, and result-oriented strategic thinker;

Interpersonal skills;

Ability to drive change and innovation;

Negotiation and analytical skills;

Organization and interpersonal skills;

Leadership skills; and

Proficient in ICT

 

PRINCIPAL MOTOR VEHICLE INSPECTOR

Reporting to the Manager, Motor Vehicle Inspection the job holder is responsible for planning, organizing, administering, and control of activities in a Motor Vehicle Inspection Centre.

 

Qualifications and Experience

At least eight (8) years of relevant work experience, three (3) of which must have been in a supervisory position in a large organization;

Bachelor’s degree in Mechanical Engineering, Automotive Engineering or a related field from a recognized institution;

A Master’s degree in any of the above disciplines from a recognized institution is an added advantage;

Attendance of a Supervisory Course lasting not less than four (4) weeks from a recognized institution;

A valid Driving License free from any current endorsements;

Fulfill the requirements of Chapter 6 of the Constitution;

Shown merit and ability as reflected in work performance and results; and

Should also be a registered engineer with the Engineering Board of Kenya.

 

SECURITY OFFICER I

Reporting to the Security Manager, the job holder will also be responsible for planning, organizing, coordinating, and leading security activities within the Authority

 

Key Qualifications and Experience

Bachelor’s degree in Social Sciences (Sociology, History, Philosophy, Anthropology or related field) from a recognized university;

Attended Approved Security Course at Administration Police Training College (A.P.T.C) Criminal Investigation Department (C.I.D.) Training School, Police Training College, Military Training Institute or other similar institutions;

At least four (4) years of relevant work experience in the Public/Private Sector;

Computer proficiency;

Fulfill the requirements of Chapter 6 of the Constitution; and

Shown merit and ability as reflected in work performance and results.

 

AUDIT OFFICER II – SYSTEMS

Reporting to the Principal Audit Officer – Systems, the job holder will be responsible for the development and implementation of the annual Information Systems audit plan

 

Key Qualifications and Experience

Bachelor’s degree in Information Systems/Computer Science/Computer Engineering;

Certified Information Systems Auditor (CISA) qualifications or other designation; other qualifications e.g. CISM, CISSP, CRISC, CEH;

Computer proficiency; and

Fulfill the requirements of Chapter 6 of the Constitution.

 

HUMAN RESOURCE OFFICER II – PAYROLL AND BENEFITS

The officeholder will be responsible to the Principal HR Officer (payroll and benefits) for the provision of support in the processing of payroll and staff benefits in the Authority.

 

Qualifications, Skills and Experience

Bachelor’s degree in Social Sciences, Finance, and Accounting, Public Administration, Business Administration, Human Resource Management or a related field from a recognized institution;

Accounting Qualification (CPA-K) is a must for those without Finance and Accounting background;

A diploma in Human Resources Management qualification is an added advantage;

Membership in the Institute of Human Resource Management (IHRM);

CHRP is an added advantage;

Excellent communication skills;

Analytical skills; and

Team player with excellent interpersonal skills.

 

ASSISTANT DRIVER EXAMINATION OFFICER/SENIOR ASSISTANT DRIVER EXAMINATION OFFICER

Reporting to the Principal Driver Examination and Quality Assurance Officer, the job holder is responsible for ensuring the implementation of drivers’ curriculum and standards.

 

Qualifications, Skills and Experience

Diploma in Social Sciences, Education, Public Administration, Business Administration, Law, Engineering, or a related field from a recognized institution;

Kenya Certificate of Secondary Education mean grade C- (minus) or its equivalent qualification from a recognized Institution;

A valid driving license free from any current endorsement(s) for all classes of vehicles; Defensive Driving Certificate from the Automobile Association (AA) of Kenya or Kenya Institute of Highway and Building Technology (KIHBT) or its equivalent qualification from a recognized Institution;

Attended a Refresher Course for drivers lasting not less than one (1) week within every three (3) years at Kenya Institute of Highway and Building Technology (KIHBT) or any other recognized Institution;

Attended a First-Aid Certificate Course lasting not less than one (1) week at St. John Ambulance or Kenya Institute of Highways and Building Technology (KIHBT) or any other recognized Institution;

Computer Proficiency; and

Fulfill the requirements of Chapter 6 of the Constitution.

 

ASSISTANT MOTOR VEHICLE INSPECTOR/SENIOR ASSISTANT MOTOR VEHICLE INSPECTOR

Reporting to the Principal Motor Vehicle Inspector, the job holder is responsible for ascertaining vehicles’ roadworthiness and compliance with road transport regulations

 

Qualifications and Experience

Diploma in Mechanical/Automotive Engineering from a recognized institution;

Kenya Certificate of Secondary Education (KCSE) mean grade C- (Minus) from the Kenya National Examinations Council (KNEC) or equivalent qualification from a recognized Institution;

A valid Driving License free from any current endorsements; and

Fulfill requirements of Chapter six of the constitution of Kenya.

  • Clearance from Ethics and Anti-Corruption Commission (EACC).
